Outbound and inbound links

I find in link exchanges that outbound and inbound link exchanges function but isn't it bst to use a site with keywords or related subject matter to your own website?

I'm not sure I understand your question... Of course, a link from a website that is relevant to yours, with similar key words, would be the best. Both inbound and outbound links work though, helping your site's ratings.
